  • Promoting Healthy Sichuan construction by emphasizing disease prevention

    This paper reviews the implementation of disease prevention and control policy of Sichuan province in three historic stages, and analyses the situation, challenges and tasks about disease prevention and controlling in future, based on the new requirements about hygiene and medicine. Three strategies should be taken: 1) to improve the capacity and quality of health service; 2) to optimize the structure of institutions and talent teams; 3) to focus on the Healthy Sichuan construction, the treatment-prevention synergy, and the poverty health care.

  • Analysis of Emergency Medical Rescue During the Wenchuan Earthquake in Sichuan Province

    Objective To systematically and thoughtfully summarize the experience and lessons of emergency medical rescue during the Wenchuan earthquake in order toprovide relevant evidence to inform decision making for future emergency medical situations. Methods The relevant data was collected and analyzed through brainstorming and questionnaire. Result  ① The Sichuan province Headquarters for Earthquake Disaster Relief was organized at the first time after the earthquake, and a coordination mechanism was established between the national ministry and Sichuan, as well as different departments and the army, to ensure the powerful, ordered, and effective action for the medical rescue. ② Thirty-five thousand eight-hundred medical rescue workers were organized within 72 hours of the earthquake and were sent to all the worst-hit counties via land, water, and air. Some effective measures such as “Four concentration”and“Transfer of wounded patients” were used to reduce the mortality and disability of the wounded patients. ③ The anti-epidemic measures were performed across all the villages and settlements of the people affected by the earthquake to ensure no recurrence of public health events during the first two weeks after the quake. ④ Medical resources were organized scientifically and transparently to meet the demand of medical rescue. ⑤ The recovery and re-establishment of medical services were promoted by two phases. Conclusion The emergency medical rescue of those affected by the earthquake in the Sichuan Province is succesful. In the future, we should establish an effective emergency medical rescue system, supply the reserve of medical resources, improve the equipment of medical rescue teams, strengthen the establishment of discipline of disaster medicine, and improve the emergency pre-plan.

  • Phase Report of Medical Treatment during Wenchuan Earthquake

    Objective To retrospectively analyze medical treatment during the Wenchuan earthquake and evaluate emergency medical work. Methods On the basis of the data reported to the provincial disaster relief headquarter by cities and counties around Sichuan province, we established a database for data processing by using SPSS 11.0. And descriptive statistical analysis was performed. Results The emergency response of Sichuan health system was quick, effective and well-organized. Conclusion  In the face of extraordinary disaster, Sichuan province satisfactorily completed its work on emergency medical treatment despite the unimaginable enormous workload and difficulty, and achieved an initial success on earthquake relief.

  • Treatment of severe acute respiratory syndrome (SARS) in designated hospital: expenditure analysis and the impact of SARS on hospital economics

    Background 410 Hospital, a hospital in an undeveloped city, identified the first three SARS cases in February, and three more cases in April in Sichuan province. After April 25, it was designated to treat the SARS cases. Objectives This study aims to assess the expenditure for prevention and control of SARS in designated hospital and the impact of SARS on hospital management. Methods With the perspective of SARS designated hospital, a retrospective study was designed. The measures for benefit was healing rate. Medical expenditures of SARS treatment was evaluated, total expenditare were included for assessment in SARS control and management in designated hospital. Sensitivity analysis was applied to explore the range of expenditures when hospital infection rate and healing rate varied. Results All five SARS cases and six suspected cases were cured. The treatment expenditure for SARS confirmed and suspected cases were 7 866 and 4 273 RMB, and their medical expenditures were 14 983.86 and 5 494.92 RMB. Except the expenditure of supporting drugs, no statistical significance was identified in expenditures between confirmed and suspected cases. The total expenditure for designated hospital in control and management of SARS was 1.744 5 million RMB. After designation, the total income of the hospital decreased 33.45 percent compared that before designated. The hospital visits in out-patient and in-patient departments drop 43.62 and 47.33 percent. Conclusions The expenditure of treatment of confirmed and suspected SARS cases were 14 983.86 and 5 490.92 RMB. After designation, the hospital would be great influenced in its management and income.

  • Ensuring Medical Supplies for the Medical Rescue after the Wenchuan Earthquake

    Objective To summarize the experience of providing medical supplies for the medical rescue after the Wenchuan earthquake so as to provide information for similar tasks in the future. Methods We collected and analyzed relevant data from the Medical Supply Group of the Headquarters for Earthquake Resistance and Disaster Relief. Results ① The Medical Supply Group of the Headquarters for Earthquake Resistance and Disaster Relief was set up immediately after the quake. Professional software for the medical supply information management was developed to ensure the completeness and timeliness of relevant data. ② Within the first 3 days after the quake, 12 460 medical device parts were delivered to the disaster area, which effectively ensured the availability of medical supplies for the “golden 72 hours”. ③ A great amount of donated material from other provinces and overseas also arrived. These donations reached a peak 2 weeks after the quake. A total of 428 411 drug products, 196 504 medical device parts and 5 999.4 tons of disinfection material were successfully delivered to most of the quake-stricken areas within 24 hours after its delivery to Sichuan province. ④ Three months after the quake, the remaining 193 831 drug products, 96 423 medical device parts and 2 000 tons of disinfection material were disposed appropriately. A regional medical supply warehouse was established to reserve 129 895 drug products, 74 018.4 medical device part and 231.28 tons of disinfection material. On the 115th day after the quake, a portion of these reserves were allocated to the quake-hit areas in Panzhihua, Liangshan, and Yunnan province. ⑤ Nearly 20 tons of drug products, 10 tons of medical devices and 724.54 tons of disinfection materials were properly destroyed due to expiration or disqualification. ⑥ Based on the data collected during the disaster relief work, a series of articles were published. Conclusion The medical supply work for the medical rescue after the Wenchuan earthquake was efficient, well-organized, transparent, and open.

  • Emergency Medical Rescue after Major Earthquakes: Lessons from the Wenchuan Earthquake△

    We systematically and retrospectively analyzed the experience and lessons from the command system, medical rescue force deployment, medical treatment, public health response for infectious disease control, and health counterpart assistance for emergency medical rescue after the 2008 earthquake in Wenchuan, Sichuan Province, China. We propose that emergency medical rescue after tremendous catastrophes in China link responses at the national, provincial, city, and county levels, to set up an effective and cooperative medical relief forces coordination system and an effective triage system and rehabilitation plan. In addition, infectious disease control should be planned and assessed more quickly, and developing vital functions of pairing-assistance as a means with Chinese characteristic. Our aim is to provide a useful reference for medical rescue after natural catastrophes worldwide, especially after earthquakes.
